I think you will find that the magnetism is due to paramagnetism of graphene oxide. Paramagnetic materials are not magnetic except in the presence of moderate to strong magnetic fields, when they respond to the magnetic field by becoming magnetised themselves. The videos that I have seen show people sticking things like pieces of metal or mobile phones to their arms, I assume close to where they have been injected. At least for some time, any graphene oxide in the vaccine will remain close to the point of injection and is susceptible to being magnetised if something like a mobile phone is brought near.

I am not sure of the strength of the magnetisation of the graphene oxide, and it is still amazing to me that this appears to be a genuine effect, but this is an explanation for the phenomenon.
